The Debug stick as a buyable perk

In case you don't know, the debug stick is a special stick in minecraft only obtainable with commands and it allows you to edit the block states of blocks. For example, I can modify the block state of a stair to face a certain direction or have a certain shape.

The suggestion here is to have the debug stick purchasable as a perk, something us builders would really enjoy having. That being said, it should only work for those with the perk and it should also have a whitelist of which blocks can be edited and which block states can be modified (e.g. no waterlogging).

I'm curious to hear your opinion and whether or not this is even possible.
