I would like to suggest build competitions in a creative world. Sectioned into equal amount plots that everyone can each use to create a themed build within a certain amount of time. I've seen this on a previous server and everyone loved it and were very creative. Prizes could be in-game money/items/free rank/etc.
Creative mode will give everyone a chance to participate, including those who are new to the server and don't have a lot of resources yet and those who work/school and don't have a lot of time to get said resources.
Edit: If possible you could make some warps to previous competitions so people can view the entries like a gallery.
