I know how creative is going to soon be available now i'm going to just assume that it's either going to be a normal world with creative or a Flat world. Now my suggestion would be Plots where ranks from Survival roll over to Creative and depending on your Rank thats the amount of plots you can claim or whatever.
For example the plots would be lets say 100x100 or something
Settler: no plot
Wanderer: 1 plots
Survivor: 2 plots
etc basically take the available warps and make that the amount of plots the user can claim? and if a user claims a plot right next to the other N S E or W it'll join the plot's together? I'm not sure but this would be an idea that i'd enjoy and maybe some others
